Nisa Mammon
Nisa Mammon is a registered Professional Planner who has been practicing for 31 years across a range of planning scales and projects. Her expertise includes but is not limited to the following areas: land use planning, , policy planning, development and project management, development facilitation, economic development, integrated development planning, spatial and policy frameworks, airport planning & design, public transport and non-motorized transport planning and planning legislation analysis and reform. Nisa is also actively involved in research and writes and publishes on current urban planning challenges.
Nisa established NM & Associates in 1996 and has been involved since then in a range of spatial planning and design projects. Nisa has managed and coordinated a number of high profile and large projects amongst others, master planning, framework planning and land use planning for Cape Town International Airport, framework planning and related land use planning for Bram Fischer International Airport, East London Airport, George Airport, Kimberley Airport and Port Elizabeth International Airport. Work on Cape Town International is ongoing and is currently focussed on land use planning for the new realigned runway. She has also managed other large projects such as the Cape Town Film Studios, Phase 1 of the NMT planning for the Klipfontein Corridor and the District 6 Redevelopment Framework.
Select Projects:
- Airports Company South Africa (1996 to Current). Cape Town International Airport – Master planning, Development Framework, Precinct Planning, Rezoning and Site Development Plan applications for landside uses. This ongoing assignment involves complex land and land development issues related to multiple SoE and government ownership of land in and around the airport
- Integrated Housing Development (Pty) Ltd (2001 – 2016). Bardale Village Integrated Affordable Housing Development - Urban Design and Planning Framework, Rezoning, Subdivision and Phased Implementation of private housing and associated public facilities on 85 ha of land in lower to middle income groups.
- Department of Rural Development and Land Reform (2005 - 2012). District Six Development Framework and Implementation of Phases 1 and 2. The project has to do with the restitution of land rights and returning legitimate claimants to 40ha of land they were displaced from. The land is situated in the inner city of Cape Town.
- Cape Farms 767 and 738, Ottery (2017 – 2018). This land involves approximately 36ha of agriculturally zoned land that is located on the edge of a major urban corridor and the contested Philippi Horticultural area where the model proposed is an integration of mixed use with agricultural productive land. However, there appears to be a clash between stakeholders who want to conserve the land for agriculture only and those who want to develop mixed use and housing land uses to support larger city imperatives such as the demand for lower income housing and thresholds to support urban public transport.
- Bram Fisher (former Bloemfontein) Airport Development Framework and various Land Use Applications including amendments to Bloemfontein Town Planning Scheme, Precinct Planning and coordination of preliminary detailed design for Phase 1.
- East London Airport, Spatial Development Framework, planning component of Masterplan
- Kimberley Airport Planning for General Aviation expansion Area
- George Airport, Proposed Development Framework and precinct plans
- Cape Town Film Studios Development Framework, Precinct Planning. Nisa also developed the planning codes to enable the unique activities to be accommodated on the site.
- Phase 1 of the non – motorised transportation planning for Cape Town CBD – Klipfontein Road – Khayelitsha Corridor, a corridor stretching over approximately 36km to be made non-motorised and public transport friendly.
- Two Rivers Urban Park - Urban Planning towards compiling a Spatial Framework and Land use Applications.
Selected Research and Evaluation Projects:
- City of Cape Town (2006): Quality Public Spaces (QPS) programme evaluation for the City of Cape Town. The project involved two stages: a) examining what the citizens of Cape Town thought of the QPS programme through a structured questionnaire and focus group methodology; and b) studying 20 QPS spaces that have been implemented by the programme and evaluating these against a set of evaluation criteria.
- National Treasury (2012-2013): Neighbourhood Development Programme - Toolkit on a Neighbourhood Precinct Design Methodology – Guidelines for managers and practitioners in local government. NM & Associates were appointed by Treasury’s Neighbourhood Development programme to compile two toolkits.
- Urban Landmark (2009-2010): Land Governance Assessment Framework, South Africa: Land Use Planning Assessment for the country. The brief required that relevant data and information be researched, collected and evaluated relating to, among others, the following objectives: i) Transparency of land use restrictions; Equity and non-discriminatory policy in land; and Identification of public land and clear management thereof.
- South African Cities Network (2015 – 2016). State of South African Cities Report: Chapter 4 Inclusive Cities. Research, analysis and proposals for inclusive cities focusing on the larger metropolitan areas
