The Project Challenge
The redevelopment and relocation of legitimate land claimants who registered claims in terms of the Restitution of Land Rights Act (Act 22 of 1994) in District Six (D6) is long overdue. The challenge was to resettle ±1500 claimants whilst at the same time addressing the city-wide need for decent shelter, good location, appropriate and sustainable development and providing a range of public facilities and so on.
Approach
The Development Framework responds to:
  • The issue of social justice and the restoration of land rights that were lost as a result of forced removals;
  • The need to settle approximately 1528 legitimate claimants; and
  • Responsible and efficient land use that addresses the need for adequate housing in a city-wide context over and above the D6 claimants.
A detailed public participation process and engagement with key stakeholders occurred in March, April and June of 2006. The Phase 1 Pilot Project consisting of 24 units has been constructed on site and handed over to elderly claimants.

Proposals
The proposed Development Framework (DF) would accommodate a mix of land uses including approximately 4000 residential units, commercial, public facilities and public spaces, industrial uses and utilities on 44ha of land.
